"You need to know what you're gettin', Frankie boy," Dracul said. "If you vote for a Fool, you know your candidate will treat the whole business of governing as an amusing game, and propose all manner of ludicrous laws just to see what'll happen. Your Scoundrel will be quite openly in it for what profit can be made. And to qualify as a Maniac, you'd have to come up with a completely new idea for runnin' the country and pursue that idea without compromise or hesitation. Checks and balances, see? The Scoundrels rein in the Fools, the Maniacs frustrate the Scoundrels and the Fools control the Maniacs."

"What about honest, sane, intelligent people?"

"Oh, be your age, Frankie me darlin'. What kind of eejit would vote for somebody like that?"

I'm still working on how to stop that. Maybe have them confined to secure facilities so that they can't communicate with each other without being monitored. We could put the Scoundrels in a jail, the Maniacs in an asylum....

...and the Fools on a ship. Of course. :)
