I do not share your opinion of Mr. Perry's actions, but I understand your position. Using any tool without good knowledge & skill learnt is perfectly possible, but one needs to be aware (& self-responsible) of the fact that it brings more risk of possible negative consequences or side-effects, than using a tool with knowledge & skill. Even if the consequences or side-effect risks aren't always obvious.
