One thought about anarchists.

It is difficult to generalise about anarchism because it covers such a wide range of opinions - at least as wide a range as archism does. However, most anarchists would agree with you that various functions need to be carried out as community level, even if not which ones. Where they part company with archism is on the idea that there should be a group who organise everyone else as a profession. And to the way society forces those who disagree with the present arrangements to conform.

It may be that the objectives you are seeking to achieve are possible without a government in the classic sense, though the examples of of anarchism in history do seem to (a) emerge during warfare and (b) rapidly become nihilistic - which is not what any of us seek, I suspect. It is unclear what would happen if a anarchism were to emerge in a society at peace, and whether the nihilism is a result of the circumstances anarchist communities have found themselves in, or an inevitable consequence of the way our minds work.
