The democracy we have is a lazy person's compromise, in which we elect someone who then becomes to all intents and purposes king, because nobody wants to spend their time exercising authority and telling the government what to do.
Everybody does, however, want to tell the government what it ought to be doing. They just don't want to do the actual doing of it, or in many cases the paying for it either. I'm conscious of doing that even as an elected representative who theoretically does spend at least some of his time doing the ruling thing. After all, officers are the ones who do all the work, keen senior councillors are the ones who collect all the information and give us a direction in which to pull, and so on. While I do do some useful ruler-y type things, it's not as much as you might think, and I've said flat out on more than one occasion that I don't have the time (i.e. want to take the time) to do any of the senior jobs.
